Thoughts

[Ravana]

Yet again, Ravana had finished all of his paperwork, early as usual, and was walking around the Soul Society. He was in his full uniform, which consisted of his Shinigami robes, his captains hiori, and his red scarf; not to mention his Zanpaktou, which was strapped across his back (look at Ravana's picture for reference). As he walked, Ravana's thoughts shifted to some of the current issues at hand, involving the demons. Because of his squad's duties, Ravana was probably the one shinigami who knew the most about the current events, and because of this, he had a lot to think about. Quickly shaking his head, Ravana stopped walking and sighed a bit "Ok Ravana, leave work at work" he said to himself aloud. He then looked up at the sky, trying to clear his mind.

" Captain Ravana! " Came a voice from behind a corner in front of the man. Raziel stepped into view, heading for him at a hastened rate, his arms full of paper. He carried himself proffessionally, his uniform in peak shape and his posture was impecable. Even so, he looked over-worked and slightly impatient, not focused on the captain, though, of course. He reached the man, and a bead of sweat from the heat dropped from his nose onto the top of the first manilla file he held in his hands.
" Captain, sir!" He said, his hands outstretched, so that the Captain could see the files." I have orders to deliver these to you and assist in their immediate completion. They are the records of the last 3 incidents of shinigami-shinigami violence inside of the Gotei. The Commander wants judgement passed on the 7 men at once. I was sent to hasten it." Raziel felt bad, he knew an officer on break when he saw one. This would probably throw a stake in all of Captain Ravana's plans.

Despite all this, Raziel had not missed the opportunity to volunteer for this job. Any chance to mingle with the higher-ups, and all that.

As the other Shinigami approached him, Ravana turned around to face him. He could tell that this shinigami took his job seriously, maybe a bit too seriously, but when it came to subordinates, that was a good trait. Smiling, Ravana held his hand out and took the first paper on the stack and examined it "Ah yes, I was wondering when this would come to me; oh, and do not worry, you're really not interrupting anything important." Yes, simply by reading Raziel's face, Ravana had been able to determine what he was thinking, based on the personality he portrayed, one of Ravana's many skills, and one reason why he made a good leader. Ravana quickly placed the paper back on top of the stack of papers and looked back up at the shinigami who had delivered them "So, I take it by you eagerness to deliver this to me that you will be helping me out, right?" he asked with a small laugh.

Raziel had to fight down his inner emotions to keep from beaming up at the Captain like a total idiot. He seemed nice enough. From the records, he held good standing with his subordinates, and was one of the most efficient internal affairs workers. This would most likely be a enjoyable exchange. This would mean, that it would be fairly straight forward to make a good first impression. You had to get your name to float around quite a bit in order to become a leiutinate, getting higher in seat number came from skill, those final few steps came from diplomacy.

" Yes, sir. The way I see it, I could just read the whole lot to you." He tapped the stack of papers and files, it was atleast 3 dictionaries high, reading it outloud would take a few hours, and thats only if they got the important bits. " You can make your own notes or so, and orate your judgement to me and I'll record it. It'll save you the effort, it is officialy your break, afterall." He tried to sound pleasent without coming off as chatty, truly he was helping, without assistance, this job would take the rest of the day for an officer to accomplish.

" Umm, where would you like to sit?" He said, looking for a nice place to work. They were far from The Captain's quarters, so they would have to make do.

Ravana laughed a bit again at the shinigami's apparent eagerness to help him out with the work "Heh, well, how about you just start off by giving me you name" he said with a smile. Despite being a captain, Ravana was a very nice person to his subordinates, but he did have an uncanny ability to guess correctly what others were thinking. "You also do not need to worry about wasting my free time, I make sure to be the most proficient when it comes to my paperwork" he started "It's all about being an example for your subordinates, that and the free time it allows me is a plus too." Ravana could tell that this Shinigami was aspiring to become higher in rang, and saw a bit of his old self in him, back when he was training for hours to take over as Captain for his squad.

There was a small grassy layout a yard away from them, Raziel walked over to it. He carefully placed the stack of paperwork on the stone curb near it, then turned back to the Captain. Raziel was usually the most proffesional person you'd ever near find, except for other Officers who are being appraised, and he enjoyed it. It gave him a sense of pride to set the example expected of him. He worked to be polite, be efficient, and have a plan to match every problem he faced.

Now that his hands were free, he saluted the Captain," Raziel H..." he trailed off, his voice breathing over the syllable to try to hide that he was about to say it in the first place," I am the 3rd Seat of the 1st Squad. I have the title of head of organization for the subordinate shinigami in my Squad." This was applicable. The Captain Commander was usually busy, so the leuitinate took direct control of the officers, Raziel would then take control of all non-officers in the squad.

Once again, Ravana laughed a bit at Raziel's formality. True, Ravana did expect his subordinates to call him captain while on duty, but he usually preferred to be a bit more laid back. "So now, if you would read me the reports we can begin" he said, his voice taking a more serious, work-like tone. Even though he was good natured, Ravana took his work as a captain very seriously, since it had taken him so long, and caused him many trials to reach the position. Before Raziel began, Ravana pulled out a note pad and pen out of a pocket.

Raziel saluted one more time, before waiting for the captain to sit down. When he had, Raziel himself sat down, not laid back against anything. Back straight, he took the pile of paperwork, laid it on his lap, and began to read down the first incident. The case report was 70 pages long, involving 2 minor officers, and 3 members of the 5th squad. There had been a fight in a meeting room that had become a makeshift tavern one night. The officers had completely cut down 5th squad, and while the higher ups of both squads had stayed out of it, the 9th and 7th seats of squad 5 were calling for blood.

After 35 minutes, Raziel took his first deep breath. It had been a long read, and his lungs finally got a chance to relax." In conclusion, witness testimony leans in favor of the officers, while the accounts of all 5 participants seem to suggest that the officers had instigated it, without intention to fight. The members of squad 5 received light wounds, but officers from squad 5 are calling the two officers to have their rank pulled." He turned to Ravana," What is your judgement?"

As Raziel finished, Ravana wrote down his last note in the note book, then scratched his chin with his hand. "Well, in following with any good chain of command, it should be the higher up officers who stood back and let this happen who should be to blame. However, that does not excuse either parties of their actions; I believe that each of the shinigami who were involved in the fight should be confined to house arrest for a set amount of time, have their privileges taken away, and they must all work together to fix the damage they have caused." Pausing, Ravana flipped back a page in his notes "However, I believe the higher officers who just sat by and allowed this to happen should have their ranks stripped, at least temporarily, pay for the reconstruction, and receive further punishment from their respective captain" he finished. This was a key example on how Ravana felt towards punishment in the chain of command. One thing he did not like was when officers allowed such acts to take place and simply stay back; it was their duty to help keep the squad in check.

Raziel frowned in concentration as he wrote down the Captain's commands, his eyes were sober. It was slightly surprising, the overall punishment was leniant, it was completely full of temporary discipline, a few weeks, or however long the officer's were stripped of post, and there would be no sign this ever happened. He felt it was slightly... soft, to let them off like this, it might set a bad example, one that said ' do whatever the fuck you want ' to many of the other subordinates, but despite his disagreement with the captain, he took note of his commands.
"Ok, sir," he said," Next is a case of sexual harassment." This one did not involve to much violence, a 10th seat who had been dating a lower rank of his squad, began flirting with his partner's friend. The friend refused, and, interpretting the 10th seat to be of a violent nature, screamed for help when her friend saw the two of them. Despite it being a call for help, the original girl assumed that both her friend and her partner were together, taking the chance to wail one against his jaw. He wasn't harmed, but is now pressing for punishment against his former partner, while stating that his advances on the other girl were not unnacceptable, nor violent, and that he wasn't pressing past what might be considered normal flirting. The friend is pressing for harassment, cut down from sexual assualt, on the 10th seat, and the original girl has switched posts, and is now with the 13th squad working at the school, as far away from the situation as possible.

Raziel breathed after another half hour of reading, and looked over to the Captain," Excuse me captain, this is just... a little tiring." He breathed in one last time, closed his eyes, before looking back." Thank you, I'm ready to right down what you think, now."

Ravana smiled a bit as Raziel stopped to catch his breath, and quickly finished his notes. Quickly, he flipped back to the first page of the current notes "Well, not to judge this on gender, but it seems to be the male's fault. Not only was he the one who caused the female to scream, but quite frankly, he deserved to be hit like that, not only for harassing the female, but for cheating like that; then again, his cheating has nothing to do with any decisions, as that is not really an issue of the law. So, I believe that the male shinigami should be charged for sexual harassment, and his former partner should not be charged at all."

Raziel sighed, by all technical disputes, the Captain's decision was logical. There was no way to challenge it without entering into insubordination. His jaw fell into a small frown, in his opion, the guy was mostly innocent, the timing was just bad, but all the same, it was his responsibility. It was just as well, any guy who would make a girl scream, must be hella creepy. Raziel decided that when he rose in ranks, he would take his own spin on these types of situations, then again, who wouldn't.

Raziel straightened his back, ready for the home stretch. " Yes sir," responding as he wrote down the commands," that brings us to the last one." He took one good breath in, and focused on the last set of files. He began to speak, but his mouth flapped open and close several times, trying to decide what to do. " Sir... this one is... determining whether or not to execute a child who snuck in from the rukongai... He's suppossedly a several time offender, but he won't give an explanation." He blinked at the paper, the kid was 7. He was old enough to understand the conciquences of his actions, but still, the off-put Raziel. " Not much else to read, there is no testimony from the kid himself."

Ravana smiled a bit, he knew that Raziel would expect him to agree with the sentence, however, Ravana had a very different intention. "Well now, if he's not telling some big scary Shinigami, then it is probably a good reason; besides, he's too young to be executed." Ravana had grown up in the lower districts of the rukongai, and he knew how tough life could be. He was also not one to be harsh towards children, as even back in his youth, he looked out for many of the younger children that lived around him. Ravana smiled again as he looked back up at Raziel "I say let me talk to him, ask him why he's doing this."

Raziel nodded, it seemed sound. Legally, by all accounts, the boy was to far along to stop from executing, but that didn't mean something couldn't still be done un-officially. Raziel didn't agree with the methods, he dreaded breaking rules or protocol, but he didn't want to see the child utterly destroyed.
"All right, sir, but... it seems he's remained adamant to all officials who would try to speak with him." He looked up at Ravana, mischieviously," It would take someone of great influence to convince him to speak."

[Ravana]

Ravana laughed a bit at Raziels comment "Ah, I suppose none of them even had a proper piece of candy" he said as he pulled out a peppermint candy out of a pocket. Ravana then looked more serious "And Raziel, you must learn how to interpret the laws; yes, this boy may have broken one law, but our one true goal is to protect all souls that make it to the soul society, and is this boy not one of them?" Ravana had easily been able to tell what Raziel's initial thoughts were. He also knew that Raziel still had much to learn about the "Interpretation of the law" as he only followed it directly as it was written.
